Origin & History

As such, Jharkhand State Primary Teachers Association is an integral part of the Bihar State Primary Teachers Association which came into existence only due to the bifurcation of Bihar state into two parts.

With the separation of Jharkhand state, Jharkhand’s first primary teachers’ organization was ‘Jharkhand State Primary Teachers Association’, which was registered under Societies Registration Act 1860, and its registration number is 28/2001-02.

The constitution of the Jharkhand State Primary Teachers Association is also precisely the same as that of the Bihar State Primary Teachers Association. 

Therefore, the origin and history of the Jharkhand State Primary Teachers Association are related to the origin and history of the Bihar State Primary Teachers Association, which needs to be described here.

The present tradition of education in India is not very old. Before independence, the British started some schools to run administrative work, and missionaries opened church schools for religious propaganda. Then Zila Parishad Local Board and Union Board also started schools under private management in municipal and notified areas. These schools used to run with limited resources. Teachers were also less available. Instead of the school building, there was someone’s hall or the shadow of a tree where the children used to study. That is, the seed of education was flourishing in a challenging environment. There was a renaissance of education.

With the wave of freedom, the necessity of education was also understood. Therefore, schools were started in villages and remote areas by scouting for dutiful and kind-hearted teachers. The teachers of schools running under private management were not only on low salaries and always lived in fear. The salary was not received on time, and their service was also terminated whenever the transfer was done.

In 1919 AD, teachers’ organizations were formed, which stopped the rounds against the injustice done to the teachers. Union power emerged due to mutual discussion and interaction. The role of establishing a teacher’s union at the district level has been prepared. The state-level organization took shape due to the efforts of Shri Chhedi Lal Ji. Bihar Teachers Association was established in 1933.

Mr. Gyan Chandra became the union’s first president, and Mr. Chhedi Lal was elected as the principal secretary. Who remained office bearer from 1933 to 1941. In 1944 Shri Bhuvaneshwar Mishra was elected to the post of State General Secretary. This successful secretary of Munger conference united the sweat of the heels in glorifying the teacher’s union. At the Muzaffarpur conference of 1948, Dr. D. N. Dutt was elected the President of this union; All Mr. Bhuvaneshwar Mishra was made the General Secretary. In 1950, at the Jehanabad conference, Mr. Mahendra Prasad was elected president.

The seventh annual convention of the Sangh was held at Jhumri Talaiya. In 1957, Shri Bhubaneshwar Mishra was elected as the President and Shri Jagdish Mishra as the Principal Secretary. In the Patna session after the death of Shri Bhubaneshwar Mishra, Shri Shyam Singh was elected as the President and Shri Jagdish Mishra as the Principal Secretary. Both these office bearers remained in their posts till 1966 due to their efficiency and organizational power.

In 1967, at the Patna session, Mr. Brajanandan Sharma was re-elected as the President and Mr. Jagdish Mishra as the Principal Secretary. Then the Patna session in 1969, the Daltonganj session in 1980, the Dhanbad session in 1985, and the Purnia session in 1988 were historical sessions. During this period, Mr. Brijnandan Sharma and Mr. Jagdish Mishra held the posts of President and Secretary, respectively. In the meantime, the government’s schools and central salary achievements were achieved.

Mr. Jagdish Mishra, Bhishma Pitamah of Bihar School Teachers Association, gave his resignation letter on 3/9/1995.

As a result, Mr. Mahendra Prasad Sahi was elected as the General Secretary. On 4/11/1996, by bringing a convention resolution, Ramavatar Pandey was elected as the President and Mr. Noonumani as the Vice President in place of Mr. Brajanandan Sharma. Shri Surya Narayan Yadav was already working as Joint Secretary.

All India Teachers Association was established in 1954 AD. Bihar Teachers Association got associated with that institution. Due to being the state branch of the All India Primary Teachers Association, the name was changed to Bihar State Primary Teachers Association. All India Primary Teachers Association was also registered as per Societies Registration Act 1860. Due to the Rajya Sabha of All India, there was no need to write it separately.

Bihar Education Department has given recognition to Bihar State Primary Teachers Association.

When Jharkhand became a separate state after bifurcating from Bihar on 15 November 2000, the members of the Bihar State Primary Teachers Association, located in the state of Jharkhand, registered an association of primary teachers in the name of ‘Jharkhand State Primary Teachers Association.

Mr. Mail Prakash Toppo, Mr. Braj Bihari Pandey, Mr. Bhola Mandal, etc., were mainly active at the time of registration and formation of Jharkhand.

Mr. Mel Prakash Toppo was the first president of the Jharkhand State Primary Teachers Association, and Mr. Braj Bihari Pandey was elected as the general secretary.

When the Jharkhand State Primary Teachers Association was elected in 2012, Mel Prakash Toppo was re-elected as the President, and Mr. Yogendra Tiwari was elected General Secretary. Shri Bhola Mandal was elected as the Vice President.

In the 2015 election, Mr. Mel Prakash Toppo was elected as the President, Mr. Gopal Prasad Singh as the Vice President, Mr. Shravan Kumar Mishra as the Senior Vice President, Mr. Yogendra Tiwari as the General Secretary and Ashish Kumar Mishra as the Auditor.

Meanwhile, due to the demise of State President Mr. Mel Prakash Toppo and leaving the organization of Gopal Prasad Singh, the senior vice-president of the Sangh, Mr. Shravan Kumar Mishra, was given the charge as the state president.

After the formation of Jharkhand, the Jharkhand State Primary Teachers Association got the Central Sixth Pay Scale and Seventh Pay Scale implemented for the state’s teachers. Our organization also got the good fortune of getting state teachers posted in their home districts.

In the role of the leading teacher’s organization of the state, this organization has been working successfully for the interests of teachers and to bring quality education to primary education.
